Emily Harding, “the health insurance lady” has been much more than a health insurance broker during her more than 20 years in the insurance field mostly specializing in health insurance.

Additionally she has discovered first hand how important good STATE health insurance regulations are in making health insurance widely available and affordable in states by working with legislators and national health insurance carrier government affairs and health policy experts in crafting reforms which were guaranteed to end Rhode Island’s health insurance crisis and bring at minimum, two national health insurers back to the state according to  testimony giving to the Rhode Island Senate Health and Human Services Committee in 2004.  She in fact spearheaded a campaign to bring carriers back to Rhode Island and end the state’s health insurance crisis back when it started in 2001 as she at that time was the largest producer of individual health insurance policies in all of southern New England for the two national carriers that decided to leave Rhode Island (and in so doing, destroyed the individual health insurance market in the state): John Alden Life Insurance Company and Celtic Insurance. She was the first one to learn of their plans to leave. Among her efforts to prevent the carriers from leaving and after they’d left, to get them to return, she established a Rhode Island chapter of the National Association of Health Underwriters with other concerned agents; she obtained position statements from carriers as to what they needed to see change in Rhode Island before they would consider returning. She was interviewed by area newspaper reporters and radio talk hosts about the crisis; why carriers left; what it would take to get them to return; and what health insurance costs and availablity was like in other states and why. She wrote op-eds in “The Providence Journal” and “The Newport Daily News” and seeing one of them, Senator Marc Cote offered to sponsor the legislation carriers needed to see passed in order to return to Rhode Island. She worked tirelessly with Senator Cote for years and with national health policy experts with national carriers and the National Association of Health Underwriters. After five years of hardwork  creating legislation, getting the business community on board and more, that neither the Governor nor regulators nor some of Senator Cote’s  key colleagues in the legislature were interested enough in ending our health insurance crisis and bringing carriers back to increase health insurance choices and lower costs for Rhode Islanders using these proven methods, to proactively support the necessary legislation.
